Undersecretary Celia Capadocia Yangco is the new DSWD Secretary. Yangco replaced Secretary Esperanza I. Cabral who has been appointed as new Health department chief vice Secretary Francisco Duque III who will now serve as the new Civil Service Commission Chairman. The announcement was made today, January 10, 2010 by Executive Secretary Eduardo Ermita.

Good morning to all of you whose hearts belong to our children!
We are all here today for the Demonstration and Orientation Session on the Early Childhood Care and Development [ECCD] Information System, a web-enabled solution to problems in data gathering and generation of information. This is a vital thrust of our government to fully and effectively implement RA 8980 otherwise known as the Early Child Care and Development Act.
The ECCD Information System is a DSWD project funded by the UNICEF that will surely help us in acquiring more accurate and updated data and information for us to implement concrete and responsive programs and services in promoting the rights of children. At first we might see it as an additional workload but with your commitment and love for our children, this project will never be a burden because the end result is an improved delivery of service that is worth our efforts.
Our children cannot wait. Let us remember that investing for our children means building strong pillar for our society and our future. Let us enjoy the wonder of gaining new and additional knowledge. We have enough room for it. [Marjalainne Lou A. Erlano, RSW]

The Early Childhood Care and Development [ECCD] Program
Early Childhood is the stage of a child's life from conception to age six.
Early Childhood Care is to care for and nurture the children physically, socially, emotionally, mentally and spiritually.
Development is the unfolding of the child's ability to move, think, feel and interact with people and objects in his/her environment.
Early Childhood Care and Development is the overall care and development of Filipino children during their most critical stage of growth and development -- to ensure their rights to survival, protection, development and participation.
The Early Childhood Care and Development [ECCD] Program looks at children within the context of their family, the community and the larger community. It is best understood as the convergence of a full range of health, nutrition, early education, psychosocial and other social services that provide for the holistic needs of children 0-6 years old to promote the development of their optimum potential. The ECCD Program is a coordinated system for providing early intervention services for young children inside and outside the immediate family to improve their quality of life. Such services include pre and post natal care; immunization for children and mothers; growth monitoring and promotion; nutrition education and counseling; micronutrient supplementation; complementary feeding/food assistance; psychosocial stimulation and early education; pre-school; parent education; home and community food production; and other social services.
The two models of service delivery system include:
Center-based - Day Care Center; Child Minding Center; Supervised Playgroup; Pre-school; Health Center/Barangay Health Stations; Health and Nutrition Posts.
Home-Based - Family Day Care; Parent Education; Playgroup; and Home-Visiting Program.

The Early Childhood Care and Development [ECCD] Information System
The internet-based Early Childhood Care and Development Information System [ECCD-IS] is designed to effectively respond to the need for complete and reliable data and information on Day Care Centers, other ECCD Centers, Service Providers and Children served. It is intended to ensure the efficient generation of data and information on the ECCD program implementation that would specifically be useful to decision makers at different levels for effective management of program and service delivery.
The ECCD Information System relates close to the ongoing efforts of the Department of Social Welfare and Development [DSWD] to lead and initiate reforms for effective and efficient decision-making and delivery of social protection and social welfare and development programs, projects and services.
The ECCD Information System puts into reality the DSWD Information and Communications Technology [ICT] Service Management strategies that would maximize the use of ICT by social workers and social welfare and development workers in the department, the local government units and its other partners in the social services sector.
